| Sea-sand house is not a house built with sea sand Many buildings in Great Britain and Japan are built with well-processed sea sand, they are pretty safe to human's life and property. Only concrete buildings built with poor processed sea sand or/and other lousy materials, are so-called "sea sand house", which may be dangerous, since chlorine ions (chemical element cl.) can gradually eat into the concrete and steel bars of the building's structure, etc. According to some major newspapers' reports, in Taiwan, most concrete buildings are constructed using normal river sand, some are built with well processed sea sand, the others are not good for safety - property or life. The number of sea sand houses found is increasing (besides, Red China may prohibit exporting river-sand to Taiwan in the future) bring people's great fears, the government and the court certainly should take the responsibility of protecting all consumers.

| Taiwan's China National Standard (CNS) basically follows 1990's
Japanese official standard.
From 1998 on, in Taiwan, if chlorine ion content (cl) of the concrete/sand exceeds 0.3kg per cubic meter, the "house" under construction is called a sea sand house. According to scholar papers, too many sea sand tests made for concrete cement are cheating ones, Taiwan's law 're not applied to all of them. Sea sand house has been founded one by one, disappointed consumers accusations, press conference, law-suit cases, etc, appeared again and again. Have all sea-sand-houses buyers taken their huge amount of money (Taiwanese buy house only about 1.6 times on the average in their entire life ) back by civil suits ?

Tricks more than you know in law suits
| Major newspapers (like the China Times) , the government (Taipei City Hall),
and non-profit organizations (like
Consumer Protection Foundation) suggest consumers to note "No
sea-sand house !" in the contract . Even you write more details clauses in the contract, and the test results indeed exceed national standard 0.3, you may still face a long debate (in courthouse), and even face tricks against China National standard. If you don't spend a lot of time and energy on studying related papers , you will need spend a lot of money (cost may up to USD 30,000) on attorneys, etc. Any tricks we should pay attentions to so as to protect our rights?

Research Institute of Taiwan to be best detection unit, but they probably won't go to the building to take samples, so that the seller may attack those concrete samples consumers brought to ITRI are fake ones. (investigation works? or you need seller's agreement in advance ) On the other hand, Detection report can be fake one, if your rivals are related or inside this circle (a real-estate expert attorney told me that) . Actually, according to top-level scholarly/academic periodical(土木水利) of 2006, many many fake reports're made in Taiwan. - "They are just like thieves !!" (3) The government also suggests you to have safety test by Civil Engineers assoc., Structure Eng. Assoc., Architects Assoc., Industry skill academy. The seller's lawyer may still attack some Labs of those organizations are not qualified accredited ones. (4) Some attorney warned that a number of lawyers may play games and take advantages or benefits from both sides. Are some judges co-players or ....? I've heard some things for a long time, but till 8/12/2006, I don't know if it is true. (5) I saw certain case the debate "misled" the buyer by tech. knowledge that I believe ordinary people certainly don't know at all. (6) The test results may differ a lot (look back related law-cases, huge difference may up to 20 times between 2 tests) , So, you'd better to detect as many samples as possible all over the house (particularly, old house), and hire 2 or more units to do the examinations for safety . (7) According to the Supreme Court and Taipei Court etc statements, all buy-and-sell house deals after 1998 should obey the standard - 0.3 kg/m3 . Do all judges follow the rules? any variables out there ? Taiwan real estate agents including largest one, Sinyi, always suggest (by salespersons) or take old value 0.6 as default standard for old buildings. ....... (ask an attorney for more details)

| (1) Free consultations are offered in some university Law schools, like National
Taiwan University: you may register a consultation every Saturday
afternoon, or (2) Free consultation in some other places like Taipei City Hall (phone-call in advance), and gov districts. (3) Some attorneys offer free initial consultations. Be careful to select a good attorney, some may take your consultation fee, and give you a shit. Some attorneys won 80% of his law-cases may not be a right lawyer for you, it depends what case he/she won, and his/her personality. A "Law Expert" professor in best university suggest you to choose a lawyer you know . ps: I interviewed with 丁俊文(attorney for Formosa political event), 林美倫(former Taipei City congresswoman), 王建智(exe. attorney for largest real-estate company Sinyi) etc, they did offer free consultations for a few times.
